I'm aware of any number of appellate judges who wanted to stay in the DMV for various reasons. Some saw the position as an entre to their next career. Some just wanted to be judges for experience and interest because they like crim. law and wanted to broaden their experience. It is also possible that some are assigned there because there's nowhere else to put them based on that years slate.

There may well be some where we ask "how did they get there," especially if they had no crim. law/MJ experience?
