I have long thought that sentence credits should be codified in the Manual for Courts-Martial, instead of relying on years old case law. There are a few credits that are already codified. And no one seems to be seriously upset with the substance of the court made rules. But codification would bring all of the rules together in one place, where they would be easily accessible. The president could also tweak the rules to ensure that they are comprehensive, consistent, and do not result in a windfall.
